Turns on pflow/met bugfix

Matthew Henry Klein requested to merge maklein/athena:turnOnMetBugfix into 21.2

This enables by default the pflowJet/muon OR fix that was previously propagated to the MET tool. Examples of the performance impact can be found in the 2021 March 8 MET meeting (https://indico.cern.ch/event/1015476/).
