L1TopoValDataCnv: delete obsolete package and flag

L1TopoValDataCnv was used for the initial L1Topo commissioning and is no longer needed. See discussion on ATR-19783. Also remove the associated TriggerFlags.writeL1TopoValData and related code.

Relates to ATR-19150.
