MuonTGC_CnvTools: Interface cleanups.

Clean up ITGC_RodDecoder / TGC_RodDecoderRawData / TGC_RodDecoderReadout.

Use extends<> / DeclareInterfaceID. Use override keyword. Make a couple counters atomic.
