Patching truth derivation running on HITS

Zach Marshall requested to merge zmarshal/athena:21.2_DFJEM_NoTriggerForTruth into 21.2

The jet common code has several checks for running on EVNT. In fact, these should be checking to see if we're running on EVNT or HITS. Consolidated and expanded the check to do both.

I hope @cdelitzs can say whether we need this in master as well...
