CaloCondPhysAlgs: Remove references to CaloNoiseTool.

Rework CaloCellNoiseAlg, CaloNoise2Ntuple, and CaloRescaleNoise to use conditions handles rather than CaloNoiseTool.

Also additional cleanups.
