[ATR-23079] Run2 to Run3 trigger menu conversion for MC

Tim Martin requested to merge tamartin/athena:mcMenuConv into master

Works to translate and export the trigger menu into the AOD reconstructed in r22 from an RDO_TRIG whose trigger simulation was performed in r21.

Compliments the pre-existing route for Run2 RAW data.

Checked that the R3 formatted payload is written to AOD. Also double-checked that q431 (Run2 RAW data) still works too.

Marking urgent as ATR-23079 labelled blocker.
