As discussed in [ATR-19976] [ATR-21172] the general HLT monitoring histograms per signature needs to be migrated to MT/Run 3. This change will provide the same RoI maps and events-per-chain as in Run 2. Regex matching is used to fill the histograms based on chain names.
Caveat: The code is not fully optimised yet. Some things can be done in loops, which is on the to do list. (However, this code is not expected to change often if at all. The actual mapping of the histograms did not change during Run 2 as far as I recall). But it is important to get a working version into the nightly tests sooner rather than later.
