Preliminary muon narrow-scan trigger implementation for Run 3

Migration of Run-2 narrow-scan muon trigger into the TrigMuonHypoMT package. For the moment a separate hypo alg/tool is not needed for the nscan case, thus it is included in the already existing EFHypo tool. This is in preliminary status as not working on msonly chains, not currently supported, but only on standard combined muons. As reported in ATR-14377 and ATR-19376. Tagging @sshaw .
