Emulation for data or MC of Super-Cells from cells.

Somewhat experimental code to enable transient ByteStream for MC (from HITs, need a lot of validation, of course) plus Super-Cell emulation from cells. I suppose that, without the transientBS part, we can easily use this code for data (will give a try). I really would like to thank the Help from @tamartin and would like to check whether @wiedenma thinks this makes sense. In particular with the new jobOption I added for ByteStream configuration. I think it would be nice to check whether there isn't a better place for this jobOpt in this situation (HIT to RDO or RDO to ESD). Big part of the issue is in the fact that HITtoRDO is not yet moved to new configuration or MT compatible... related to ATR-23015. Denis

Note: The if the emulation option is configured, this will not run any of the algorithms. That's fine, but I'm putting at the top of the description just so we know when the algorithms do not run. BTC
