cleanup of MMClusterOnTrack

The following changes have been applied:

• pass stripDriftDists and stripDriftDistErrors as const reference rather than by value (ATLASRECTS-5988)
• Add those variables also to the copy constructor, the default constructor and the assignment operator

added alsoTargeting:21.9 + 1 deleted label
