Add option to shorten the display the default named components in confTool

When comparing Run3 and Run3 configurations we have false positives when the default name of components is used: i.e. 'ToolA/ToolA' is equivalent with just 'ToolA' An additional option of the confTool and iconfTool enable such transformations and thus facilitate config comparisons.
