Resolve ATLTAU-1768

Guillermo Nicolas Hamity requested to merge ATLTAU-1768 into master

Closes ATLTAU-1768

This MR switches default TauSmearingTool flag so as to not apply MVATES in TauSmearingTool by default

TauWG will study if the Calo TES/MVA TES consistency check will be needed in future

MR also fixed JetRNNScoreSigTrans cut which had a typo

The Athena unit test is also updated to include a configuration which will actively select taus in the current ASG sample
