Add DexTer truth labeling to jet

Yuan-Tang Chou requested to merge yuchou/athena:21.2-truthfix-simple into 21.2

A dedicated function and procedure was added to the ExKtbbAugmentation class. This would decorate the truth labeling for jet that's consistent with the definition use for DeXTer tagger
