Fix TrackingGeometryCondAlg config

Robert Johannes Langenberg requested to merge rlangenb/athena:fix_TGCondAlg_MuonConfig into master

In several places the configuration was not correct/not safe or just not as simple as possible. Also removes the side effect that the TrackingGeometryCondAlg is set up on import of AtlasTrackingGeometryCondAlg.py, which should fix https://its.cern.ch/jira/browse/ATLASSIM-5207 and ATLASSIM-5213
