CaloRec+TrigT2CaloCommon: Configuration fixes

Scott Snyder requested to merge ssnyder/athena:config.CaloRec-20210415 into master

CaloBCIDCoeffsCondAlgConfig should also configure reading LArOFC in real data mode.

In TrigCaloDataAccessConfig, need to be sure that LArOnOffMappingAlg gets configured (needed by region selectors).
