Move to latest offline calibration for HLT EMTopo jets

So far, HLT small-R EMTopo jets were using a very old calibration. This MR updates the calibration applied to those jets to be the one used offline. It is expected to see changes on jet, bjet and MET chains using small-R EMTopo jets.
