Add options to set ML extensions for the FS tracking

in addition, fix the configuration of the precision tracking such that we do not create different track summary tools, the trackSummaryTool is now created once per signature and propogated throughout the code.

The setting of some FTF parameters is now handled in a slice independent way, ie the parameter is not set in the FTF configuration in a slice independent way, with the specific value f the parameter for that slice from the central configuration class
