  • Create a package TrkGaussianSumFilter that contains the non component parts needed for GSF.

  • The TrkGaussianSumFilter and TrkMultiComponentStateOnSurface now have components/final EDM the

  • KalmanParameterUpdator should not be ned

This MR mainly moves code around to split the parts that relate to components on EDM for the rest of the code that is simple types and do mainly internal calculations.

@amorley we might still have one component/tool too many but do not think we can do less than 4 (we have 5 there)
