Tidy up the fast electron and photon hypo tools

Since the fast electron and photon code does not include the suffix Mult (in the past), part of these codes was not tidy up during the ATR-21779 request. The chain multiplicity as handle at menu level and part of the electron/photon fast code still with this feature inside (and with a bug - count changes is expected).

For this MR, we remove this and tidy up everything related to the python and c++ code (harmonisation)
