Updates HGTD disk rotations to post TDR values
After input from the mechanics side, the disk rotations should be updated to the current best guess. To create relative rotation that fulfils the constraints coming from alignment of cooling manifolds, the first disk is not rotated, while the second disk is rotated by -15 degrees in phi.
