Minor changes in Small R Jet algorithm in L1Calo Bitwise Offline software simulation

Minor changes made to algorithm, fixing bugs in algorithm. Changes will be needed for L1Topo simulation. Additional variables have been added to the small R, large R and tau EDM to return global coordiantes.
