Decorate Truth Particle and Truth Jet containers during FilterHit_tf.py step

This MR is part of work for ATLASSIM-3837. For the Run 2 reprocessing the FilterHit step will run in 21.0.X, hence the need to push the changes to this branch. There are two sets of changes in this MR:

  1. Decorate pile-up Truth Particles and Pile-up Truth Jets with the primary vertex Z position as this information is not saved to the RDO file.
  2. Ensure that AntiKt6TruthJets as well as AntiKt4TruthJets are decorated.
