Draft: Also try legacy event info to build tag

Jobs (EVNT-to-EVNT) that do not have the xAOD::EventInfo fail on building event tags. These jobs usually have the legacy EventInfo availabale. So if the xAOD::EventInfo is not found, also try the legacy EventInfo before giving up.
