Draft: Flag for LHCRun

Tomasz Bold requested to merge tbold/athena:lhc-run-flag into master

Flag to describe which data we are dealing with. Can be "RUN1", "RUN2", "RUN3" etc. For now based on geometry until even more definitive source of the info is found.
