Implement eEm TOB in L1Topo and fix muon phi treatment

This merge request contains several updates to the L1Topo simulation

  • Add warning message in generic TOB
  • Use unsigned int phi in Phase-1 L1Topo muon simulation
  • Implement eEm TOB and integrate it in the L1Topo simulation
  • Update eEm TOB algorithms
