Implementation of meson+gamma triggers for Run-3

Adds the tau+photon invariant mass requirement to the triggers in https://its.cern.ch/jira/browse/ATR-22644.

Adds dipion1/2/4 triggers from https://its.cern.ch/jira/browse/ATR-23239.

Adds monitoring histograms for all of these meson+photon triggers.
