removing tracktwoEF tau triggers chains

This MR is meant to remove "tracktwoEF" tau trigger sequence from the master.

"tracktwoEF" was used throughout 2018 data-taking, but later it was superseded by "tracktwoMVA" trigger sequence (same as tracktwoEF selection but with MVA pt calibration).

"tracktwoEF" was meant to be used together with BDT TauID which has been superseded by the RNN TauID and it won't be retrained for Run3

Therefore we believe this trigger chain can be safely removed since it won't be used in Run3
