Update reflogs in DataModelRunTests after !43876

!43876 (merged) added loading of TagInfoMgr through AppMgr.CreateSvc which shifted the initialization of metadata services to run before EventLoopMgr init in 4 tests in DataModelRunTests, changing the log output slightly. Update requested in ATEAM-753
