Updates to ComponentAccumulator RecoSteering job transform

This updates the calorimeter configuration to allow usage of the LC calibration, which is needed by downstream clients. RecoSteering.py is updated to include the particle flow configuration. The tracking configuration is updated to avoid run-time clashes between its topocluster config and the one setup in the calorimeter config.

I ran RunTier0tests.py and no crashes were seen, nor any change in output. None of this python code is used in the reprocessing setup I believe, so this is expected.
