Draft: [ATR-21215] Configuration for muon T&P chains and test

Implements basic dimuon Tag & Probe chains. Successfully tested with muX_muY_probe.

The changes themselves are mostly just boilerplate -- recognising the probe entry in the extra dict, then propagating this through the step and sequence generation.

Further debugging needed for isolated muons. For chains like muX_iI_muY_probe, the probe leg rejects all features in the first step.
