Move calib chains to calib slice to fix egamma/jet slice tests

As discussed in https://gitlab.cern.ch/atlas/athena/-/merge_requests/43742#note_4563224, calib chains should be in the Calib slice. Elsewhere we don't import the necessary configuration code.
