PROCTools: Start running q-tests in AthenaMT mode w/ a single thread in RunTier0Tests.py

As discussed in ATLASRECTS-6413, with this MR we switch to running the standard q-tests in AthenaMT mode w/ a single thread in RunTier0Tests.py. I didn't touch the overlay/simulation tests.

While at it I cleaned up some obsolete CMT-era stuff and fixed the bug that causes:
