Add b-jet chains with jet sharing

This builds on !44116 (merged) to define a number of chains where the b-tagging thresholds are not tightly coupled to the individual legs of the jet selection. These serve HH->4b and VBF analyses.

Also corrected L1 item for one chain as discussed on ATR-23398, added primary labels for TLA chains, and assigned relevant chains to VBF delayed stream (only primary candidates, not yet considering alternatives).
