22.0-minimal_unique_ptr_TSoS_ctor-TrkTrack

This is a minimal version of !44286 (closed) (since closed for being over-ambitious!), for work undertaken in the context of ATLASRECTS-6384. It improves the constructor for the TrackStateOnSurface which takes a unique_ptr for the measurement (in addition to the previous c'tor taking a unique_ptr for TrackParameters) but does not convert all clients to using it.
