Configure precision tracking for trigger

This MR configures precision tracking in newJO style. It is likely not complete nor actually integrated. To be done in the followup MR. The purpose of this MR is to split the work in smaller, more digestible chunks that experts can review easier. Tagging @sutt for it.

The only validation that was done was to check if it conflicts with the FTF. Appropriate tunings were done avoid those.
