AnalysisTop: Re-enable VR track jets and their b-tagging in R22

Title says it all, with the recent p4567 DAOD_PHYS samples, both track jets and their b-tagging seems to be available, so we're re-enabling them in AT. Btagging decisions and scale factors looks reasonable.
