22.0-unique_ptr-TRT_SeededTrackFinder

converting TRT_SeededTrackFinder to use all-unique_ptr version of the TrackStateOnSurface constructor. Additional cleanups (principally reformatting, and using cmath functions) performed. Part of ATLASRECTS-6384.
