dE/dx chains enable back

Enable back large dE/dx trigger chains. The chains were once removed for further investigation of the irreproducibility problems in the ID trigger. Once it was seen that the irreproducibility get worse which then went back when large dEdx triggers are removed. However, after that, although very many times of trials, this once happened event could not be reproduced at all. For example, in the latest nightly, 25 times of CI tests (5 times at 5 different machines) and 25 times of irreproducibility trigger test (5 times at 5 different machines) all result in no error in CI test and same result for irreproducibility test. So, I conclude that the once happened event was not related to large dEdx trigger, therefore, enable them back in this MR.
