Large-R PseudoData Update and JER Fix

Christopher Andrew Garner requested to merge cgarner/athena:21.2-LargeR_JER_PseudoDataUpdate into 21.2

This merge enables the running of pseudodata (for JER smearing) and MC in the same event loop. For clarity, this update also changes the name of configuration setting for including JER pseudodata: the setting largeRSysts_TreatMCasPseudodata has been replaced with doLargeRPseudodataJER.

This update also fixes a bug with m_jetUncertaintiesToolLargeR being configured with its "IsData" property always set to false.
