Update PhotonVertex and IsolationTool to work in AnalysisBase

Correct the dictionary building in the IsolationTool package so that it can be used in AnalysisBase.

Convert PointingTool to a AsgMetadataTool so it can determine if it is working on MC or Data before seeing an event in Athena and AnalysisBase
