[TriggerTest+TrigP1Test] Run ART grid tests with 4 threads and add new v1Dev_noPS tests

Patch the gaps in ART testing for PS:Online chains which were discussed in ATR-22942 and bit us in ATR-23818. Namely, we've not been testing PS:Online chains in dev menu with doL1Sim=True. We were also not testing them with MT jobs.

In addition to better test coverage, the increase in N threads also speeds up the tests.

Changes:

  • Run all grid tests with 4 threads in TriggerTest and TrigP1Test (except the slow pu80 test which is moved to 8 threads)
  • Add MC and data grid tests running dev (LS2_v1) menu without the TriggerValidation prescale set (i.e. enabling the PS:Online chains)
