Stop attempting to create isolation decorators when running on DAOD_PHYSVAL

As follow-up to !44831 (merged) I added the fix suggested by @mbasso to stop the code creating isolation variable decorators when running on derived input.

I'm tagging @dhayden and @yoyamagu and @jojungge for their information.

Finally, after testing with p4666 DAOD_PHYSVAL from the r18 nightly on a recent AOD this fix has been demonstrated to work, thanks all for the help!
