Draft: allow to clean mixed-range-conditions like timestamp-range-conditions

An attempt to address ATEAM-756: Add the option DelayedConditionsCleanerSvc.TreatMixedRangeLikeRunLumi to treat mixed-range conditions either like Run-Lumi-indexed conditions (True, default) or like timestamp-based conditions.
