Menu work for eEM menu:
- new shower shapes cuts as proposed in https://indico.cern.ch/event/1035198/contributions/4378014/attachments/2251846/3820098/20210526_l1calo_TGM.pdf
- new HW values as in Stephen's spreadsheet posted in https://indico.cern.ch/event/1026972/
- addition of human readable cuts. No automatic conversion
- change to using explicit access methods to float values (eg, reta_d()) and FW values (eg, reta_fw())
- new eta-dependent shower shape cuts
- new Run-3 naming as in https://twiki.cern.ch/twiki/bin/viewauth/Atlas/TriggerNamingRun3#Naming_for_eFex_ATR_21924 (ATR-21924)
- improved definition of Et variable cuts
- nothing change yet in L1Topo (sort/select algorithms with shower shape cuts not ready yet)
- eta boundaries cuts are as per L1Calo convention "<=eta<". This is to be used also in L1Topo for the multiplicity thresholds
- changed access method in L1Calo Sim to reading FW values. Fixes need to be applied downstream in L1Calo code. @afaulkne is already aware

Once the structure of the new json file is OK, we need to settle on:
- the HW values saved (in Stephen's spreadsheet, I see different conversion options)
- preliminary proposals for the physics et thresholds with eta variations
- preliminary proposal of eta variations of shower shape cuts (if needed)
- change naming and shower shape cuts in L1Topo, once sort/select algorithms are ready
