Update conditions tags used in trigger MC tests

Updating to use by default OFLCOND-MC16-SDR-25-02 as the conditions tag for trigger tests running on MC (instead of determining based on the input file) as discussed in ATLASRECTS-6437.

It's still possible to override this as needed (and this is already done for tests that need different conditions (tests with NSW inputs, for example)).

@sshaw I see two test failed Trigger_athenaHLT-test and Trigger_athena_data-test. I suspect it is not related with your updates, because I see also in other MRs the same failed tests. Just to be sure, are not these failed tests related with what you mentioned in ticket ATLASRECTS-6437?

The tests are now broken due to !45324 (merged) and the CI system needs node cleaning as discussed in the MR Shifter Mattermost channel. The cleaning was just launched so next pipeline when you retry should be successful but will run with a significant delay.
