[TrigP1Test] Fix T0Mon tests: reco conditions tag and DQ script threads

Fix the ART tests trigP1_v1PhysP1_T0Mon* with two updates:

• update the offline reconstruction conditions tag to CONDBR2-BLKPA-RUN2-06 - similarly to !45684 (merged), fixes ATR-23999
• add --threads parameter for the Run3DQTestingDriver.py command - similarly to !45696 (merged), fixes ATR-23894
