Add Output.EVNT_TRFileName ConfigFlag - needed for Cosmics Simulation

EVNT_TR is an intermediate format used to speed-up cosmic ray simulation. This merge request adds core configuration support to writing it out in ComponentAccumulator-based simulation jobs in the future (development in progress in another branch).
