Draft: HLT Track isolation fix

This is a fix for the track isolation tool made by @jdevivi on which when configured as used by the trigger, it makes the tracking isolation computation using as primary vertex estimator, the vertex of the highest pT track in the RoI (or in the Event View) as it was done in Run2.

I ran the fix myself running over RDOs to create AODs and then running the monitoring to check performance of the tracking. Results in ATR-23728
