DataQualityTools: Handle exception from MetaReader return from RAW

This jumped out at me when trying to run a q431 with the latest nightly. Maybe somebody else already fixed it elsewhere?

The dictionary returned by MetaReader does not contain metadata_items when reading RAW. Handle this circumstance when peeking into the metadata.
