adding TP converters for HGTD RDO objects

Alexander Leopold requested to merge atlas-hgtd/athena:hgtd_rdo_tp_converters_21p9 into 21.9

Following MR 45977, this MR includes the TP converters for the HGTD RDO objects (and the relevant containers). Unit tests are included also here.
